Sanctioning
of new Law Colleges in the State Norms and Procedures –
GUIDELINES
Government
have decided to approve in principle the proposal to allow
new Law Colleges as self financing institution. The norms
and standards to be adopted for allowing the new Law Colleges
in the State issued as per GO(MS)
No. 5/2004/HEdu. dtd. 17.1.2004 are the

Norms
and standards to be adopted for allowing new unaided Law
College in the State.
Government
would be considering the proposals for new unaided Law
Colleges in the State, based on the norms and standards
listed below.
The
starting of such institutions will be subject to the approval
of the University concerned, and subject o the requirements
specified by the University.
1.
College Building
a)
The site where the proposed Law College is to be set up
should have a minimum land area of 3 acres in Corporation/Muncipal
areas and 5 acres in rural areas
b)
The College shall be located as near to a district Court
as possible in order to enable the students to interact
with the Bar and Bench during practical training
c)
The Building of the college shall be available for its
exclusive use during working hours. The building shall
be well lighted ventilated and shall have adequate sanitary
arrangements and water supply. All the classrooms, office,
teachers’ rooms and Principal’s room shall be duly furnished.
There shall be a common room for men students and common
room for women students. The classrooms shall be spacious
and suitable to seat 80 students at a time.
d)
There shall be adequate facilities in the college campus
for playground, college canteen are college auditorium.
There shall be facilities for the construction of students
hostel within the distance of not more than 3 kilometers
from the college.
2)
College Library
a)
There shall be an independent library adequately equipped
with law reports, books periodicals and reference books
to satisfy the requirements, the following law journals
are compulsory

b) Multiple copies of prescribed and recommended readings
shall be made available in the library
c)
Seating arrangements shall be provided in the library
for at least 20% of the students at a time in the reading
hall.
d)
The Library shall be equipped with computer systems having
library software in order to render the utility of the
library quick and easier. Internet facility shall also
be provided in the library
e)
The library shall be managed by a trained librarian having
adequate knowledge in the field of library software.
He has to be assisted by an Assistant Librarian and 2
or 3 library attenders. The Library shall remain open
throughout the working days for at least 8 hours everyday

Staff Pattern
a)
There shall be a whole time Principal, law teachers and
other teachers to teach non-legal subjects whose qualifications
shall be as prescribed by the concerned Universities
b)
There shall be as many whole time Law teachers as to satisfy
the compulsory requirement of 1:40 teacher students ratio.
The workload of the law teachers shall be a specified by
the UGC. the Principal and the teachers shall be paid the
basic pay of the UGC scale
c)
The college office shall be managed by an administrative
assistant who has got administrative experience in the office
of an educational institution. He shall be supported by
3 office clerks, 3 attenders and 1 Confidential Assistant.
There shall be a Sweeper sanitation workers and a Night
Watchman under the control of the Administrative Assistant

Courses
a)
The proposed Law Colleges shall train the students for 5
year L L B course alone. The number of students admitted
in an academic year of the 5 year LLB course shall not exceed
80
b)
There shall be a common entrance examination for admission
to be conducted either by the Commissioner for entrance
examinations or LBS Center or similar other agencies, authorised
by Govt. the prospectus for it shall be drafted by the agency
conducting the entrance examination reservations applicable
to SEB/SC/ST students as specified by the Government shall
be strictly/complied with.
c)
Then Tuition fees and special fees to be levied shall be
as decided by the Government and the Universities from time
to time.
d)
The working hours of the college shall ordinarily be 5 and
˝ hours everyday with maximum break of one hour during the
period from 7 AM to 7 P.M
e)
The relevant academic matters will be decided by the concerned
University
