The
Centre is situated in the Capital city of Trivandrum in
an area of 1 acre of land on the banks of Karamana river.
With a built-up area of 12000 sq.feet, the Centre is fully
equipped with state of art teaching / training facilities

RESEARCH
The
Centre has been undertaking both applied and academic research,
the results of which are brought out in the form of working
papers and reports. Many of them have also been published
in reputed journals. The policy oriented research studies
address the emerging issues relating to taxation law, tax
administration and state finance in the light of latest
judicial and policy pronouncements at the state and central
level. Many such studies have found their place in the
annual budgets and policy initiatives of the Government
of Kerala.
Major
Projects undertaken
ü
The Ministry of Finance, Government of India had entrusted
the Centre with the task of developing a Uniform Commodity
Nomenclature, Classification and Coding [UCNCC} for
all the States & Union Territory in the Country. The
Final Report of the Project is submitted.
The drafting
of Kerala VAT Bill : The work was assigned to the
Centre and the Draft was submitted to the Government of
Kerala. The Draft VAT Bill was highly appreciated at the
National level while vetting of various similar drafts.
Taxing Petroleum
Products : Policy Strategy in the context
of Dismantling of Administrative Pricing Mechanism. The
report of the Project was submitted and the proposals were
accepted by the Government of Kerala which found place in
the Kerala State Finance Bill, 2002-2003.
TRAINING
The
Centre provides need-based training to officials at various
levels in the Commercial Taxes Department. Switching over
to the new system of Value Added Tax calls for dissemination
and ideas at various levels, especially with the business
community, industrialists, tax experts and the general public.
As a part of it, Value Added Tax [VAT] training is being
imparted to traders, industrialists, association and others.
COURSE
The
Centre is conducting an one-year correspondence course-Post
Graduate Diploma in Taxation [PGDT]. This course is designed
to enable the students to become registered Sales Tax Practitioners
(as per Rule 60(2) (e) of the KGST Rules, 1963). The course,
which is interdisciplinary in nature covers all areas related
to taxation, viz. Public Finance, Constitutional and Commercial
Laws, Direct and Indirect Tax Laws (GST &CST), Office
Management, Tax Planning and Accounting. Applications
for the course are invited in July – August every year.
PUBLICATIONS
The
Centre has been bringing out a monthly law journal “Kerala
Tax Reporter” [KTR], which has been well received by the
Bench and the Bar, Professionals, Academicians and Tax Experts.
Besides reporting Supreme Court and High Court Judgment
on Sales Tax, Agricultural Income Tax, Entry Tax, Money
Lenders Act etc., it also publishes Government Notifications,
Circulars and Clarifications on the related subjects and
articles relating to taxation.
LIBRARY
The
Centre has a well-furnished and equipped library with more
than 3500 books, apart from journals, reports and other
documents. It is one of the largest specialized libraries
of its kind in the area of taxation.
